December 11, 2009 - IRISH ROAD TO STAND AT GHOST RIDGE
Irish Road, a 9-year-old son of Unbridled's Song, will stand in 2010 at Tarry Bratton's Ghost Ridge Farm. His fee is $1,500. Irish Road won five of nine starts, including two allowance races at Saratoga, and earned $128,910. His first-crop runners include current two-year-old Tony Boloney, who won at Calder Race Course in his initial start.
December 4, 2009 - HONOUR AND GLORY AND SMOOTH JAZZ TO STAND AT GHOST RIDGE
Tarry Bratton has announced that Honour And Glory and Smooth Jazz will stand for the 2010 breeding season at his Ghost Ridge Farm near Felton, PA. Honour And Glory, a 16 year old son of Relaunch, was a former leading sire of 2-year olds and represented by earners of $3.4 million. His relocation to Pennsylvania will place him second on the state's sire list behind Jump Start, who also was relocated to stand at Ghost Ridge in 2010. He has sired 57 stakes winners including six champions, among them Caressing, the 2000 Bredders' Cup Juvenile Fillies(gr.I) winner, and Dubai champion Honour Devil. A millionaire on the track, Honour And Glory scored his big win in the 1996 Metropolitan Handicap(gr.I) and won three grade II stakes. His stud fee will be $6,500.
Smooth Jazz, a 10-year-old son of Storm Boot won the 2003 Commonwealth Breeders' Cup Stakes(gr.II) at seven furlongs at Keenland, posting a 117 Beyer Speed Figure. He retired with five wins from 11 starts with earnings of $321,105. Smooth Jazz has sired four stakes horses, including millionaire Smooth Air, a grade II winner the last two years. Another of his runners, Smoothability, earned a championship in Jamaica. His 2010 stud fee will be $3,500.

LIDO PALACE(CHI) TO STAND AT NORTHVIEW PA IN PEACH BOTTOM
Multiple Grade 1 stakes winner Lido Palace (CHI) will stand for the 2010 breeding season at Northview PA. Lido Palace (CHI) competed two seasons in the U.S. and won five of eleven starts including the Whitney H.(Gr.1) at Saratoga, and back to back runnings of the Gr.1 Woodward S. at Belmont. Lido Palace retired with 11 wins (18 stakes wins or placings) in 23 starts over four seasons, amassing $2,705,865. He is the sire of Vineyard Haven, winner of the Champagne S.(Gr.1) and the Hopeful S.(Gr.1) at two, and defeated older rivals this fall in the Gr. 1 Frank J. DeFrancis Dash at Laurel. His 2010 stud fee will be $3,000.
LISTEN IN SCORES IN BLUE MOUNTAIN STAKES
Listen In, bred by Harry L. Landry, won the $75,000 Blue Mountain Futurity at Penn National on November 27th. The two-year-old filly, by Wiseman's Ferry, stalked the early pace and gained command in the stretch to win by four lengths over Beijin. Owned by Lawrence Karp and trained by Joseph Kasperski, Listen In now has two wins from five starts with $92,000 in earnings.
TURBO SPEED SCORES IN PA NURSERY STAKES
Turbo Speed, owned and bred by Sylmar Farms, avoided trouble to take the $75,000 Pennsylvania Nursery Stakes at Philadelphia Park on November 28th. The two-year-old son of Louis Quatorze stalked the early pace of Zipatron and El Rocco before being drifted out into the middle of the track by an erratic El Rocco before the quarter pole. Turbo Speed then took control in the stretch to hold off a stubborn El Rocco by 1 1/2 lengths. The Bernie Houghton trainee is now undefeated in three career starts and has bankrolled over $85,000.
November 20, 2009 - CONGRESSIONALHONOR'S FIRST WINNER
Graded stakes winner Congressionalhonor sired his first winner when his daughter Congressionalaffair won Nov. 18 at Laurel. Bred in Pennsylvania by Linda Gaudet, Congressionalaffair is the second winner from two foals of racing age from the winning Sultry Song mare Sultry Rendevous. Congressionalhonor stands at Northview, PA near Peach Bottom, PA. His 2010 stud fee is $3,000.

Austin Powers and Misbah will stand in 2010 at Judy Barrett's Godstone Farm near Pine Grove, PA. James Chandley owns both stallions. Fourteen-year-old Misbah, who has sired several winners is by Gilded Time out of the stakes-winning Dixieland Band mare For Dixie. Misbah is a half-brother to two graded stakes winners, including grade I winner Cotton Blossom. Misbah's fee is $1,500.
Austin Powers, a 14 year-old Irish bred by Sadler's Wells, is out of the winning Stadavinsky mare Guess Again and is a half-brother to two Irish group winners. Austin Powers' runners include 2009 stakes-placed Kanasdatsi, plus nine-time winner Anns Vision. Austin Powers' fee is $1,000.
November 4, 2009 - GREATNESS TO STAND AT GHOST RIDGE FARMS IN PA Two-time winner Greatness will move from Frank Stronach's Adena Springs South location in Florida to Ghost Ridge Farms in
Brogue, Pennsylvania, to stand the 2010 season.
The ten-year-old by Mr. Prospector won two of ten starts and
earned $79,590 during two racing seasons. Retired following the
2003 season, he entered stud the following year at Adena Springs

DEESADIVA TAKES ROANOKE STAKES Deesadiva won the $100,000 Roanoke Stakes, for PA-Bred/PA-Sired three-year-old fillies, on October 30th at Penn National. October 12, 2009 - PENNSYLVANIA'S BUDGET IMPACT ON THE PA BREEDING FUND
The impact the state's budget signed this past Friday by Governor Rendell will have on the Pennsylvania Breeding Fund program is summarized as follows:
1. For each of the next four years, the horsemen's share of the Slots terminal revenue (Race Horse Industry Development Fund) will be reduced by 17%, effectively reducing the aggregate percentage from 12% to 10%.
2. The reduction will be applied proportionately to the revenue generated at Category I and Category II facilities to each racino's fraction of the whole generated at all racinos, Thoroughbred and Standardbred. The total RHIDF breaks down to approximately 50% for each breed.
3. In that the Breeding Fund receives 16% of the terminal revenue generated for Thoroughbreds, the annual approximate total reduction to the Fund, based on $100 million Thoroughbred total in the RHIDF, would be:
Thoroughbred share of the RHIDF = $100 million
Reduction by 17% = $17 million
Breeding Fund share of the reduction = 16%
Breeding Fund loss = $2.72 million
4. Total Breeding Fund revenue in 2009 is estimated at $18 million. This total is calculated with the Category II facilities in Bethlehem and Pittsburgh each in operation for less than half the year. About one-third of the $2.72 loss to the Fund next year will be made up with these facilities operating year 'round in 2010.
5. Therefore, the net loss to the Breeding Fund should be approximately $1.8 million, with the revised total Fund revenue available annually is estimated at just over $16 million. The Fund will continue to receive deposits generated from a share of the pari-mutuel tax revenue.
6. Revenues anticipated to be generated from table games will not impact the RHIDF, instead they will be directly deposited into the state's General Fund.
Breeder award percentages are fixed by statute, and will continue to be paid at the rate of 30% of purse share to PA-Sired PA-Breds, and 20% of purse share whenever a registered PA-Bred finishes first, second, or third in any pari-mutuel race in the state. Stallion awards are 10%.
Exactly how the decrease to Breeding Fund revenues will be applied to the PA-Bred racing program will be determined by the Breeding Fund Advisory Committee and the State Horse Racing Commission.

Jump Start, the 10-year-old son of A.P. Indy, will move from Overbrook Farm near Lexington to stand at Tarry Bratton's Ghost Ridge Farms near Brogue, PA. Jump Start, out of the Storm Cat mare Steady Cat, has sired 18 stakes winners. His eight stakes winners in 2009 include graded winners Assessment, Bold Start, and Rail Trip, winner of the TVG/Betfair Hollywood Gold Cup (gr.I). Jump Start's 2010 fee is $10,000.
September 21, 2009 - PA DAY AT THE RACES RECAP
Philadelphia Park hosted the Pennsylvania Day At The Races in conjunction with their Owners Appreciation Day on a beautiful Saturday afternoon in Bensalem.
The $200,000 PHBA Distaff was won by Coastal Solace, owned by Ruby Stables and Steve Klesaris and trained by Steve Klesaris. The 4-year-old Coastal Storm filly, bred by Dr. William J. Solomon, rallied from in behind the leaders and then fought off a determined stretch challenge from Jemilyn to edge away by just over a length. The victory boosted Coastal Solace's bankroll to over $354,000.
The $100,000 Mr. Jenney Handicap went to Victory Thoroughbred's El Churruca, trained by Ramon Preciado. The 4-year-old Monsieur Cat colt, bred by Jimmy Newkoop and Vicente Portaro, was gunned from the start to the lead in the five furlong turf sprint and never relinquished it. He stayed strong to the finish to defeat Shouldabeenaclown by three lengths. This was El Churruca's ninth career victory and boosted his earnings to over $390,000.
Donald Campbell's Delaware River completed a trifecta of his own by winning the $125,000 Smarty Jones Classic for the third consecutive year. The 8-year-old gelded son of Quiet American, bred by Land of Believe Farm, rallied from mid-pack before taking command at the top of the stretch and drawing away to win by three and a half lengths over Disco T. Delaware River, whom was not in top form coming into the race, slipped off at 11-1 and has now amassed more than $630,000 in earnings.
Heavily favored Always for Love stalked the early pace before pulling away to a dominating nine length win in the $100,000 Mrs. Penny Stakes for owners Fast Forward Racing Stable and trainer Lupe Preciado. The 5-year-old Not For Love mare, bred by Daniel J. Ljoka, showed her turf class by winning her sixth race on the surface and raising her lifetime earnings to over $290,000.
September 9, 2009 - SIR SHACKLETON TO DANA POINT
Multiple graded stakes winner Sir Shackleton will stand in 2010 at Gayle Gerth's Dana Point Farm near Lenhartsville, PA. His fee will be $2,500. A millionaire on the track, Sir Shackleton was a stakes winner three consecutive years. Sir Shackleton's major stakes victory came in track-record time of 1:21.64 for seven furlongs in the 2005 Richter Scale Breeders' Cup Sprint Championship Handicap (gr.II) at Gulfstream Park. His other stakes wins came in the 2004 West Virginia Derby (gr.II), the Derby Trial Stakes (gr.III), and the 2006 Super Stakes at Tampa Bay Downs.
August 24, 2009 - SECRETINTELLIGENCE WIRES NEW CASTLE
Secretintelligence, owned and bred by Win More Stables Inc., took the lead shortly after the start and never looked back winning Saturday's restricted $75,700 New Castle Stakes at Delaware Park. The six-year-old gelding, trained by Tim Ritchey, held off a fast closing Wawaset Park by a half-length for his 9th career victory.
WHISTLE PIG WINS AGAIN AT PRESQUE ISLE
Whistle Pig, bred by Elizabeth Houghton, continued his dominance at Presque Isle Downs when defeating five other PA-Breds in the $75,000 Leemat Stakes on August 21st. Owned by H.A.C.K. Stables and trained by Andrew Carter, Whistle Pig has now won six of his eight starts at Presque Isle. The five-year-old gelding, by Patton, was kept just off the early pace of Juke Joint and drew off to win by two lengths and increase his bankroll to over $632,000.
August 20, 2009 - PA-BRED JUMPERS SHINE AT THE SPA
Pennsylvania-Breds captured the first two stakes races held at Saratoga this year. On July 30th, You The Man captured the $70,000 Jonathan Kiser Novice Stakes in impressive fashion for owner/breeder William Fossett. You The Man, coming off a victory at Penn National, rated off the early quick pace of Mabou and ran down the leaders in the stretch for trainer Todd Wyatt and jockey Arch Kingsley, who came out of retirement for the ride.
The $105,000 A.P. Smithwick (NSA-I) was won by the 10 year-old Mixed Up. Bred by William Pape and Jonathan Sheppard, Mixed Up was reserved on the inside for most of the 2 1/16th mile race and rallied after the last fence to defeat pacesetter Preemptive Strike by a half length. Conditioned by Hall of Fame trainer Jonathan Sheppard, Mixed Up has won 17 races and extended his bankroll to $684,017.
FABULOUS STRIKE SCORES IN VANDERBILT
Fabulous Strike, carrying top weight of 123 pounds, ran down pacesetter Go Go Shoot in deep stretch to win the $250,000 Alfred G. Vanderbilt Handicap (gr.II) at Saratoga on August 9th. Owned and bred by Walter Downey's Tea Party Stable, Fabulous Strike defeated an all-star field of sprinters, including Kodiak Kowboy and Benny the Bull for trainer Todd Beattie. The 6-year-old son of Smart Strike was the 2007 and 2008 Champion PA-Bred sprinter. He has won 14 of 23 lifetime starts and bankrolled over $1,329,000.

ELIGIBILITY CRITERIA FOR PA-BRED REGISTRATION
A Thoroughbred foal born in the state of Pennsylvania and registered as such with The Jockey Club is eligible for Pennsylvania-Bred registration with the Pennsylvania Horse Breeders Association if one of the following conditions is met:
- For foals of 2007, the dam of the foal resided continuously in Pennsylvania since November 1, 2006 through foaling.
- For foals of 2008 and thereafter, the dam of the foal resided continuously in Pennsylvania since October 1 of the year of conception through foaling.
- The dam of the foal was purchased at a PUBLIC sale after October 1 of the year of conception and brought into Pennsylvania within 14 days of the date of purchase and remained continuously through foaling. During the year of foaling, the foal or its dam spent at least ninety (90) days in the state.
- The dam of the foal was bred to a stallion standing in Pennsylvania which was registered with the Pennsylvania Horse Breeders Association as a Pennsylvania stallion during the breeding season of the year of foaling, and said dam of the foal remained in the state for at least the next ninety (90) days after foaling.
August 10, 2009 - MONBA TO STAND AT PENN RIDGE
Monba, winner of the 2008 Toyota Blue Grass Stakes (gr. I), has been sold and will enter stud in 2010 at Mike Jester's Penn Ridge Farms near Harrisburg. "We are thrilled to offer Monba to Pennsylvania breeders in a unique breeders syndicate," Jester said. "While primarily known for his exciting win in the Blue Grass Stakes, Monba also won his first two starts as a 2-year-old, defeating (subsequent) grade I winner Macho Again at Churchill Downs on the dirt.
Monba is from the family of successful sires Secret Hello and Hadif and the classic Hal Price Headley family of Alcibiades and won or placed in five of 10 starts, placed in two graded stakes this year, and earned $669,034. He is by Maria's Mon out of the winning Easy Goer mare Hamba, a half-sister to graded stakes winners Secret Hello and Silent Account.

July 27, 2009 - AUCTION WATCH CAPTURES SECOND STRAIGHT ALPHABET SOUP
Auction Watch, bred by Augustine Stable, rallied late to defeat front running El Churruca by a nose in Saturday's $75,000 Alphabet Soup Handicap. The 6-year-old gelded son of Belong to Me, trained by Sanna Hendricks, is now 6 for 8 over the Philadelphia Park turf course and has earned over $232,000.
July 20, 2009 - SKY HAVEN AND NEEYO CAPTURE WEEKEND STAKES
Philadelphia Park hosted two PA-Bred stakes races over the weekend, one for three-year-old boys and the other for three-year-old girls. The $75,000 Caught in the Rain Stakes was won by Elite Racing Company's Sky Haven. The daughter of Sky Mesa, bred by Daniel M. Ryan and trained by Steve Asmussen, stalked the front running second choice Puddy de Luca. Roused to the lead just outside the eighth pole under jockey John Velasquez, Sky Haven pulled away in the stretch to a clear four and a half length victory.
The $75,000 Peppy Addy Stakes went to Ghost Pines' Neeyo. The son of Harry the Hat, bred by E. Marie Morrison, took the lead early in the 7 furlong test and never looked back. Trained by Dee Curry, Neeyo was pressured down the backside by St. Johns Gospel but put him away at the three-eighths pole and held off a late challenge by race favorite Gus Who, to win by four and three-quarter lengths.

The future of Pennsylvania's Thoroughbred Breeding Fund is in serious danger if legislation being proposed in the House of Representatives is enacted.
THE ISSUE - $100 MILLION
In a drastic effort to balance the state's budget, certain House members are seriously considering raiding the Race Horse Development Fund for $100 million! The Development Fund is the slot revenue generated for Thoroughbred and Standardbred horsemen and breeders.
The Thoroughbred Breeding Fund share of the raid would be $8 million of the total. This amount, combined with the $5 million from pari-mutuel tax revenue that has been short-stopped by the Department of Revenue from finding its proper way into the Thoroughbred Breeding Fund, represents a hit to the Breeding Fund of over 65% of its rightful total.
What has developed in Pennsylvania into the country's top such breeding incentive program would be gutted, and the incentives and rewards for breeding Thoroughbreds would be destroyed.
ACTION NECESSARY
Our representatives in government must be made aware the legislation that allowed for slots in Pennsylvania was intended "to positively assist the Commonwealth's horse racing industry, and to support programs intended to foster and promote horse breeding."
This is quoted directly from Section 1102 of Act 71 which established the legislative intent of allowing slots at the tracks.

Please email and/or place a phone call to your State Representative and Senator asking them not to support ANY cuts to the Race Horse Development Fund.

TALKING POINTS
The Race Horse Development Fund is working, Pennsylvania is the place to race.
Thoroughbred breeding in the state is now a phenomena, and has attracted national attention.
Investment in new farm facilities and bloodstock helps a slumping economy.
The breeding industry serves as an important element in Pennsylvania's agricultural community as an outlet for locally produced hay straw, grain, etc.
Most importantly, NOW IS NOT THE TIME to do long-term irreparable harm to an industry on the brink of major success for the sake of an unrelated short-term economic fix.

July 13, 2009 - MISS BLUE TYE DYE TAKES LIGATURE STAKES
Roll Z Dice Stables' Miss Blue Tye Dye took the $75,000 Ligature Stakes on July 11 at Penn National Racecourse. The Ligature, originally scheduled for the turf, was moved to the main track due to rain and saw six scratches from the field. Miss Blue Tye Dye, bred by Shirley A. Lojeski set all the pace and drew off in the one mile and one sixteenth event to defeat Coastal Solace by 11 lengths. The five-year-old daughter of Tekken (IRE) improved her form to 10 wins in 30 starts and has earned over $471,000.
June 23, 2009 - PRESQUE ISLE HOSTS BIG STAKES NIGHT
On Saturday, June 20th, Presque Isle Downs hosted three Pennsylvania-Bred stake races. After receiving enormous amounts of rain earlier in the day, the Tapeta surface was listed as fast by the first race and was in tremendous shape. The stakes action began with the six and one half furlong $100,000 Lil E. Tee Handicap for PA-Bred three-year-olds. The race was won by Sagamore Farms' Winning Drive. The Golden Missile colt, bred by Malvern Stables Inc, was settled off the early pace and rallied three wide on the turn to defeat Anaan by 1 1/4 lengths, with Tiger Shark finishing third. Trained by Mike Rogers the winner paid $4.20 and improved his record to three wins in as many starts and boosted his career earnings to over $110,000.
The second stake of the evening was the $75,000 Presidentialaffair Handicap, for PA-Bred three-year-olds and up, run at six furlongs. Whistle Pig notched another victory in the event for owner H.A.C.K. Stable and breeder Elizabeth R. Houghton. The five-year-old gelding, by Patton, came from off the pace to defeat Night Stand by 3/4 of a length, with Remain Silent finishing third. This was Whistle Pig's second consecutive victory in the Presidentialaffair, and brings his lifetime earnings to over $537,000.
The night concluded with the $100,000 Malvern Rose Stakes, for PA-Bred three-year-old fillies, traveling six and one half furlongs. Post time favorite, Holly's Way, split rivals in mid stretch and proved the best by defeating Looky Here by 1/2 length. The Seattle Fitz (ARG) filly, bred by E. H. Beau Lane III and trained by Richard Beattie, improved her record to three wins and two seconds from five lifetime starts and boosted her earnings to over $110,000.
June 9, 2009 - FABULOUS STRIKE -- STRIKES AGAIN
Fabulous Strike, owned and bred by Walter Downey's Tea Party Stable, set blazing fractions and held off the late challenge of Benny the Bull to win the 31st running of the $250,000 True North Handicap (G2) on the June 6th Belmont Stakes day card. The 6-year-old Smart Strike gelding, trained by Todd Beattie, won the PA-Bred Champion Sprinter award in 2007 and 2008. Fabulous Strike has won 13 of his 22 lifetime starts including last year's Fall Highweight and Gravesend Handicaps, both G3 races at Aqueduct, and has banked nearly $1.2 million.
June 8, 2009 - REATA'S QUIK PUNCH TAKES CANDY ECLAIR
Reata's Quik Punch, bred by Peter T. Welling, took the $60,000 Candy Eclair Stakes at Monmouth Park on June 6th. The four-year-old Two Punch filly dueled three wide early and cleared in the stretch to win by 4 1/4 lengths.
June 5, 2009 - ST JOHN'S GOSPEL HIGHLIGHTS AWARD DINNER AT PENN NATIONAL
The Pennsylvania Horse Breeders Association hosted its 30th annual awards banquet on Friday, May 29th at Penn National Racecourse in Grantville. The evening featured award presentations to the leading breeders of PA-Breds and three State-Bred Stakes races. The card was headlined by the feature, the $100,000 Power by Far Stakes for PA-Bred / PA-Sired sprinters. St John's Gospel captured the event as the heavy favorite. Bred by Judith Barrett and owned by Lee Christian, the son of Activist stalked the early pace under rider Hector Ramos before running down pacesetter Count the Gold to win by 1-3/4 lengths. This was his third stakes victory and fourth win in nine starts, growing his bankroll to nearly $210,000.
The $75,000 Robellino Stakes, for PA-Bred fillies and mares, was won by Coastal Solace. Coastal Solace, bred by Dr. William J. Solomon and trained by Steve Klesaris, vied for the early lead under Rosie Napravnik and drew off late to win by a length over stablemate Speechifying.
The one and one sixteenth mile $75,000 Nepal Stakes, for PA-Breds three and up, was won by longshot Serene Harbor. Bred and owned by Nina Gardner, the Valley Crossing gelding trained by Liz Merryman rallied late to defeat race favorite Joey Carson by a neck. The winner paid $29.40.

May 14, 2009 - PENNSYLVANIA BREEDING FUND

The PA State Horse Racing Commission has formalized the financial position of the PA Breeding Fund as of December 31, 2008, and has announced the likelihood of substantial action in its administration to balance the Fund's financial position by the end of calendar 2009.
The State Racing Fund, in which the Breeding Fund exists as a restricted account, is made up of monies generated from the state's pari-mutuel tax, collected licensing fees, uncashed pari-mutuel tickets, and a portion of breakage.
The order of disbursements from the Racing Fund as delineated by statute is:
- The salaries of racing commission employees.
- The fee charged by the Department of Revenue to collect the monies.
- The expenses incurred by the Secretary and the Department of Agriculture administering their duties under The Racing Act.
- To pay all other expenses incurred by the commission in administering The Act.
From the remaining monies in the State Racing Fund, an amount equal to one per cent of Thoroughbred pari-mutuel handle originating in Pennsylvania is deposited in the Pennsylvania Thoroughbred Breeding Fund, and an amount equal to one and one-half percent of Standardbred pari-mutuel handle originating in Pennsylvania is deposited in the Pennsylvania Sire Stakes Fund.
In the event there is money remaining in the State Racing Fund following all the above disbursements, that amount is paid into Pennsylvania's General Fund.
Simply stated, the State Racing Fund is no longer able to satisfy its obligation to both the Thoroughbred Breeding Fund and the Standardbred Sire Stakes. There is no "money remaining" after the four primary payment obligations (above) are met.
This is a combined result of escalating expenses in each of the four designated disbursements, and decreased collections from the dwindling revenues from Pennsylvania's taxable handle.
Effective with the collection of pari-mutuel tax deposits for September, 2008, the PA Department of Revenue ceased transferring money from the State Racing Fund into both the Thoroughbred Breeding Fund and Standardbred Sire Stakes, and maintained this policy through year's end.
The effect of this amounted to more than $1.8 million, generated during that period which was not deposited into the Breeding Fund.
What would have been a $325,000 surplus in the Breeding Fund at the close of 2008, is now a $1.5 million deficit, and the racing commission has been directed to return the Fund to solvency by December 31, 2009.
In the 2009 Breeding Fund Operating Statement which was presented to the Breeding Fund Advisory Committee and approved by the State Horse Racing Commission in February, 2009, provisions were made to address a $2 million negative Fund carryover from 2008, and the parameters of the PA-Bred program reflected this.
At a meeting May 5, 2009, representatives of the racing commission and the Department of Agriculture confirmed the Department of Revenue has not made any deposits into the Breeding Fund and Sire Stakes programs thus far in 2009 resulting from 2009 pari-mutuel tax collections. They further advised that in all likelihood, no such deposits will be made throughout 2009.
The impact of this will be $5.8 million less in deposited Breeding Fund revenue which, combined with the $1.5 million deficit carried into this year from 2008, totals $7.3 million for for 2009. This amount would have been available for PA-Bred stakes and overnight races, and PA-Bred owner bonuses at the state's three Thoroughbred tracks.
The payment of breeder and stallion awards is not affected, and will continue at the statutory rate based on purse share - 30% for PA-sired breeder awards; 20% for non-PA-sired breeder awards; and 10% for PA stallion awards.
Daniel Tufano, the commission's Director of Racing Affairs, will be at the PHBA's annual meeting Wednesday, May 20, 2009, to further discuss the situation and answer any questions Breeding Fund program participants may have.
May 11, 2009 - MARIE SOLEIL UPSETS IN FOXY JG STAKES
Willow Rock Stable's Marie Soleil won her first stakes race, coming from off the pace to win the $75,000 Foxy JG Stakes, a six furlong sprint for PA-Bred fillies and mares, at Philadelphia Park on Saturday. The 4 year-old Louis Quatorze filly sat in behind horses through the first half mile. Jockey Abel Mariano swung Marie Soleil out at the top of the lane and took command outside the eighth pole, holding off second place finisher Jet Away Jane to win by a length and three-quarters. Trained by Scott Lake, Marie Soleil slipped off at 6-1 and paid $14.80 to win.
SECRETINTELLIGENCE HOLDS ON TO WIN LYMAN H.
With a tremendous amount of grit, Secretintelligence held off the late challenge of Movin' Out to win Saturday's running of the $75,000 Lyman Handicap at Philadelphia Park by a neck. Owned by Win More Stable, Inc and trained by Tim Ritchey, the 6 year-old gelded son of 1999 PA Derby winner Smart Guy won for the first time in five starts this year and pushed his career bankroll to more than $421,000.
May 8, 2009 - REAL QUIET TO SHUTTLE TO URUGUAY
Real Quiet, the 1998 Kentucky Derby (G1) and Preakness Stakes (G1) winner and champion three-year-old male, will stand the upcoming Southern Hemisphere season under a lease agreement at Pablo Salomone's Haras Cuatro Piedras in Uruguay. The 14 year old, by Quiet American, stands for $7,500 at Mike Jester's Penn Ridge Farm in Harrisburg, PA. His top progeny include 2007 champion sprinter Midnight Lute.
REGISTRATION DEADLINE - PA-BRED FOALS OF 2008 - JULY 31, 2009
Registration of PA-Bred foals of 2008 with PHBA to be eligible for Breeding Fund Program participation must be postmarked no later than Friday, July 31, 2009. This deadline must be met by breeders in order to avoid providing extensive paperwork requirements to affect registration after the deadline passes.
PHBA members pay $30 per registration for foals of 2008 from January 1 through July 31 of this year ($70 for non-PHBA members).
The cost for late registration of a foal after the July 31 deadline increases to $500, and requires individual notarized affidavits from the breeder and other involved parties to accompany the PA-Bred registration form. Additionally, a thirty (30) day waiting period will be enforced from the date all required registration information is completed and filed with PHBA.
Current PA-Bred registration forms (H-2008) are available online at www.pabred.com and from the PHBA office. Filed registrations must be accompanied with a copy of The Jockey Club foal certificate, and a W-9 form.
April 23, 2009 - HAMM APPOINTED TO PENNSYLVANIA COMMISSION
The Pennsylvania Senate confirmed Ray Hamm as commissioner of the Pennsylvania State Horse Racing Commission on Tuesday. Hamm is a former president of the Pennsylvania Horse Breeders Association. Hamm replaces former commissioner Rick Abbott of Charlton Bloodstock Agency, who held the position for 13 years. "Thirteen years is a long time to do anything and I am very proud of the strides that we have made during my tenure," Abbott said. "The period ahead will be very challenging from a fiscal point of view. "My philosophy has always been to do right by the horses first and foremost. I am confident that the current members of the commission share that vision".
April 2, 2009 - PHBA PA-BRED STAKES SCHEDULE RELEASED FOR 2009
The Pennsylvania Horse Breeders Association has released a 2009 stakes schedule of 27 events worth a total of $2.375 million. The highlight is the Sept. 19th "Pennsylvania's Day at the Races" at Philadelphia Park, which will have five stakes valued at $625,000, including a new event, the $200,000 PA Horse Breeders Distaff for fillies and mares at seven furlongs. Fifteen of the PA-Bred races will be raced at Philly, six at Penn National and six at Presque Isle Downs.
March 25, 2009 - PA-BRED KENTUCKY DERBY WINNER, LIL E. TEE, DIES AT 20
1992 Kentucky Derby winner Lil E. Tee died in Lexington KY, after a bout of colic. Lil E. Tee, bred in Pennsylvania by Larry Littman, followed up his win in the Derby with a fifth place run in the Preakness. He then returned as a 4-year-old to win the Grade 2 Razorback Handicap before a hairline fracture in his right front ankle prompted his retirement. He stood his entire stud career at Old Frankfort Stud in Versailles, Ky, where he was buried.

ST JOHN'S GOSPEL VICTORIOUS IN PRIVATE TERMS
St John's Gospel fought gamely in the stretch to defeat the 1-2 favorite, Not for Silver, by a head, in the $50,000 Private Terms Stakes on March 21st at Laurel Park. Bred by Judith Barrett, the Activist gelding won the Pennsylvania Nursery Stakes on December 6th at Philadelphia Park before closing his juvenile campaign with an allowance win at the Bensalem track on December 30th. His lifetime record is now 3 wins, two seconds, and a third, from seven starts. He has earned $147,035 for trainer Andrea Gonzalez and owner Lee R. Christian.

March 9, 2009 - AWARD PAYMENTS GO ELECTRONIC
Award checks from the Pennsylvania Breeding Fund program will now be processed electronically. In an effort to comply with the Commonwealth of Pennsylvania Management Directive 310.30, the PA Department of Treasury will pay recipients through the Pennsylvania Electronic Payment Program. This electronic process should expedite individual payments, and provides for direct deposit into recipients' designated accounts. February 23, 2009 - PENN NATIONAL BOOSTS PURSES
Penn National officials announced on February 19th that overnight purses will increase by more than 10%. The average daily overnight purses will grow to about $140,000 per day, beginning with the next condition book on March 18th. The purse for the 37th running of the Pennsylvania Governor's Cup Handicap, which is run at five furlongs on the grass and is the tracks oldest race, will double to $200,000. Penn National hopes the increase of purse could attract some of the best grass sprinters in the East and Midwest and could serve as a prep for the Breeders' Cup Turf Sprint.
February 4, 2009 - ALBERTUS MAXIMUS CAPTURES DONN HANDICAP
Albertus Maximus, son of Pennsylvania sire Albert the Great (standing at William J Solomon VMD's Pin Oak Lane Farm in New Freedom, PA), ran down a stubborn Finallymadeit to win the $489,000 Donn Handicap (G1) at Gulfstream Park on Jan. 31. Albertus Maximus was coming off a victory in the in the Breeders' Cup Dirt Mile on Oct. 25th over Santa Anita's Pro-Ride surface. The victory put his lifetime earnings up to $1,208,230 and helped push his sire on to the top 10 sires on the Bloodhorse National Stallion list.
February 2, 2009 - PA-BREDS RACING AT PENN NATIONAL
In an effort to stabilize the PA-Bred overnight racing program at Hollywood Casino at Penn National, the Pennsylvania State Horse Racing Commission has approved a recommendation from the Breeding Fund Advisory Committee to implement a policy there which would eliminate the PA-Bred entry preference in all maiden races with a claiming price of $12,000 or less, and in all other overnight races in which the top claiming price is $7,500 or less. The effective date of this policy is February 1, 2009
The immediate effects of this action will be to:
1. relieve the racing secretary of the statutory requirement to close these races to PA-Breds when eight or more are entered,
2. eliminate PA-Bred owner bonuses in these races, and
3. most importantly, allow the Breeding Fund monies which were being diverted to pay the purses totally for the closed races to be utilized to pursue a consistent schedule of owner bonus payments throughout the year.
In all races in which the PA-Bred owner bonus is not offered, an owner award will be
paid from the Breeding Fund to the owner of PA-Bred winners in an amount equal to
ten percent of the of the winner's share of the purse. Breeder and stallion awards will
continue to be paid under the schedule presently provided for by statue.
This action, if it meets its intended objective, may also allow for the resumption of
PA-Bred restricted races for maidens and other conditions.
January 14, 2009 - MILLIONAIRE WEIGELIA TO WYN OAKS
Weigelia, an 8-year-old son of Safely's Mark, will enter stud for the 2009 breeding season at WynOaks Farm near Delta, PA. He is the farm's first stallion and will stand for $3,500. Weigelia won or placed in 33 of 48 races and set two course records sprinting. He won eight stakes, including the Carry Back Stakes (G3), and the Kenny Noe Jr. Handicap (G3). At Saratoga he placed second in the King's Bishop Stakes (G1) and third in the Amsterdam Stakes (G2). Weigelia amassed $1,007,708 in earnings during his career.
January 12, 2009 - IN MEMORIAM - ELIZABETH C. 'BETTY' BIRD
Elizabeth C. "Betty" Bird, an internationally acclaimed horsewoman known for her touch with difficult horses and her elegant personal style, died Tuesday, Dec. 30, 2008 at her home in Unionville. Betty was a uniquely versatile horsewoman who trained flathorses, steeplechasers, showhorses, and foxhunters at the highest level. In 1954 she became the first woman to train a winner of the prestigious Maryland Hunt Cup with Marchized, and repeated in 1977 with Fort Devon. She was inducted into the American Horseshow Association Hall of Fame in 2001.
January 6, 2009 - AUGUSTIN STABLE NEAR TOP OF OWNERS CHARTS FOR 2008
George Strawbridge Jr.'s Augustin Stable finished third on the list of top owners by earnings in North America for 2008. Horses owned by Strawbridge won 60 races from 296 starts and amassed earnings of $5,156,879. Augustin's year was highlighted by Forever Together's victory in the Breeders Cup Filly and Mare Turf (G1), as well as stakes victories by PA-Breds Palmilla, Deal Making, and Royal Pleasure.
